Do cosmetic products need a safety assessment to enter the EU market?
Yes. According to the EU Cosmetic Regulations EC 1223/2009 all cosmetic products need to be safety assessed with a Cosmetic Product Safety Report.
Does a CPSR need to be signed by a qualified safety assessor?
Yes. The safety assessment shall be completed and CPSRs to be signed by a qualified safety assessor. All Toxvisor safety assessors are UK/EUROTOX registered toxicologists with more than 10 years' experience in safety assessment.
Can a product be both toy and cosmetics?
Yes. Cosmetic product is any substance or mixture intended to be placed in contact with the external parts of the human body mainly to clean, perfume, change their appearance or protect. Toy is any product designed or intended for use in play by children under 14 years of age within EU. Therefore any product fulfilling both criteria are both toy and cosmetics.
